OTT and Video Streaming App Development in Dubai (2026): The Licence Comes Before the Launch

Short answer: a launch-ready OTT or video streaming app in Dubai costs roughly AED 220,000-650,000 to build across web, iOS, Android and one TV platform, plus AED 4,000-30,000 a month in encoding, DRM and delivery before you spend a dirham on content. The part founders discover late is the licence: under Federal Decree-Law No. 55 of 2023 you need a UAE Media Council licence to run a content platform here, and the fee schedule in Cabinet Decision No. 41 of 2025 prices a digital platform licence at AED 5,000 initial and AED 5,000 on renewal.

The build is the easy half. What kills launch dates is the order of operations: licence, then content rights, then architecture, then app stores. Do it backwards and you end up with a working player and nothing you are legally allowed to put in it.

The demand is real, and it is daily

Three numbers set the stakes. 65% of UAE residents watch streaming content at least once a day, according to research published by The Trade Desk, and streaming now accounts for roughly 11% of weekly time spent in the region. Regionally, MENA streaming revenues are forecast to rise from about USD 4.6 billion in 2025 to almost USD 7 billion by 2030, with SVOD revenue moving from roughly USD 3.2 billion to USD 4.7 billion and SVOD subscriptions reaching 50 million by 2030. The UAE slice is smaller but steady: the national SVOD market was measured at USD 168.9 million in 2024 and is projected at USD 196.5 million by 2027, a 5.18% CAGR.

Incumbents show what scale looks like here. Shahid reported 4.4 million subscribers as of December 2024; StarzPlay sits at roughly 2.2 million. That is the subscription half. The advertising half is growing faster: UAE digital ad spend is forecast at USD 2.64 billion in 2026, up 15.2% year on year, then a 17.7% CAGR to 2029, and globally connected-TV ad spend is tracking from USD 33.35 billion in 2025 to about USD 38 billion in 2026, with the IAB putting CTV growth at +13.8% for the year, second only to social. If you are weighing media buying rather than platform building, our breakdown of CTV and streaming advertising costs in Dubai covers the buy side.

Most Dubai streaming projects get this wrong: they treat the UAE Media Council licence as a company-formation detail to sort out after the MVP ships. It is not. It determines what content you may carry, what moderation you must run, and whether your platform can be blocked. Unlicensed platforms face permanent closure, where licensed ones face suspension of up to six months.

The licence comes before the launch

Federal Decree-Law No. 55 of 2023 replaced the 1980 media law and came into force on 1 December 2023. It requires a licence from the competent authority to practise any media activity, and it draws no exemption for online-only or foreign-owned platforms. Cabinet Decision No. 42 of 2025 then set the administrative-penalty framework for content violations, with fines running from AED 5,000 up to AED 1,000,000, doubling for repeat offences, closure of up to six months for licensed entities and permanent closure for unlicensed ones.

Cabinet Decision No. 41 of 2025, published 11 June 2025, is the fee schedule. These are the lines that matter to a streaming build:

Media activityInitial fee (AED)Renewal (AED)Why it applies to you
Digital platform / media outlet licence5,0005,000The core licence for an owned-and-operated content platform
Self-monitoring digital platform permit2,000-Where you moderate your own user or partner content
Advertising content licence (design and produce)5,0002,500Needed if you produce the ad creative you sell against AVOD inventory
Film distributor licence35,00018,000Applies if you acquire and distribute film titles, not only your own content
Film production licence18,0008,000Applies to originals produced in-house
Screening a film1,000 per film-Per-title clearance, so a content-ops cost rather than a one-off
Influencer permit (paid content)1,000 per year1,000For the creators you pay to promote the platform

Two practical notes. First, the per-title screening fee is the line nobody models: a 300-title launch catalogue is a clearance workstream with a schedule, not a single licence payment. Second, advisory guides commonly quote AED 10,000-50,000 a year for an online platform licence and AED 15,000-50,000+ for a Dubai Media City (TECOM) trade licence, versus AED 10,000-22,000 on DED mainland. Treat those as planning ranges and the Cabinet Decision as the authority: your actual bundle depends on the activities listed on your licence. Desk-based media applications typically clear in 5-15 working days; anything needing premises inspection runs 30-90 days.

Separately, the UAE advertiser permit regime moved into enforcement on 1 February 2026, so the influencers and affiliates you pay to drive sign-ups need their own permits. Budget it as a marketing compliance cost, not an afterthought.

What you are actually building

An OTT platform is six systems wearing one logo. Underbuy any of them and the product feels broken in a way users blame on your content.

  • Ingest and transcode. Mezzanine files in, an adaptive bitrate ladder out. Five to seven renditions for 1080p, more for 4K.
  • Packaging and DRM. One CMAF package with cbcs common encryption serves Widevine, PlayReady and FairPlay on current devices. Encrypt once, not three times. This single decision removes a large slice of storage and encode cost.
  • CDN delivery. Your largest variable cost, forever. See the arithmetic below.
  • Players. Web, iOS, Android, plus at least one of tvOS, Android TV, Samsung Tizen or LG webOS. Each TV platform is its own certification queue.
  • Entitlement, billing and identity. Who may watch what, on how many devices, in which territory, and how they pay.
  • CMS, metadata and recommendations. Bilingual metadata in Arabic and English, with correct RTL handling in every surface including the TV apps.

Arabic is not a translation task here. Subtitle and audio-track management, RTL layouts on a ten-foot interface, and Arabic-first search relevance are product decisions you make in week two or pay for in month ten.

The CDN arithmetic that decides your pricing

This is the number most Dubai streaming decks skip, and the one that determines whether the business works.

One hour of 1080p at a 3 Mbps average delivers about 1.35 GB. At published CDN rates of roughly AED 330-790 per TB, that is AED 0.45-1.07 in delivery cost per viewing hour. A subscriber who watches 20 hours a month costs you AED 9-21 in bandwidth alone. Against a typical regional subscription price point, delivery can consume 20-45% of gross revenue before content, licensing, payment fees or staff.

Now switch on 4K. At 15 Mbps, one hour is about 6.75 GB, or AED 2.20-5.30 per hour delivered, five times the 1080p cost. 4K is a pricing decision, not a product decision. Either it sits behind a premium tier that pays for itself, or it quietly inverts your margin. The levers that actually move this bill are per-title encoding rather than one fixed ladder, capping the default rendition on mobile networks, and a committed-volume CDN contract once you pass a few hundred terabytes a month.

There is a second margin leak on the storefront. Apple takes 30% of in-app purchases as standard, 15% under the Small Business Programme and 15% on auto-renewable subscriptions after a subscriber's first paid year; Google Play charges 15% on subscriptions. A UAE card gateway costs low single-digit percentages. Platforms that win in this market drive sign-up and billing on the web and keep the apps for playback where store rules allow it. Our guide to publishing apps from Dubai covers the review-process side.

What an OTT build costs in Dubai

Indicative bands from the work we scope, assuming Arabic and English from day one and a UAE-resident data path:

Those bands sit alongside the ranges on our pricing page. Two tax lines to plan around: VAT registration is mandatory above AED 375,000 in annual taxable supplies and subscriptions are standard-rated at 5%, while corporate tax applies at 9% above AED 375,000 of taxable income. We cover the first in detail in VAT on SaaS and digital products in the UAE.

How Aquarius builds these

We buy the commodity layers and build the product layer. DRM, transcoding and CDN are bought from day one. They are solved, certified and cheaper than any in-house equivalent. What we build is the part nobody sells you: the entitlement engine, the bilingual CMS and metadata model, the billing logic that works on web and in-app without double-charging, the player analytics that tell you which titles actually retain, and the per-title encoding strategy that keeps your delivery bill from eating the subscription.

We also sequence it so the licence does not become a launch blocker. The Media Council filing and your activity mapping start in week one, in parallel with development, because a desk-based application takes 5-15 working days and a premises-led one can take 90. Piracy enforcement here is active: Dubai Police have dismantled organised IPTV networks, including a seizure of boxes carrying 12,000 pirated premium channels. That is exactly why a licensed, DRM-protected platform is the only version of this business worth building.

FAQ

Do I need a UAE licence if my streaming company is registered abroad?

If you are providing media content to audiences in the UAE, yes. Federal Decree-Law No. 55 of 2023 requires a licence to practise media activity and makes no carve-out for online-only or foreign platforms. The practical enforcement route for an unlicensed platform is blocking and refusal of licence, and Cabinet Decision No. 42 of 2025 provides for permanent closure of unlicensed entities.

How much does the licence itself cost?

Under Cabinet Decision No. 41 of 2025, a digital platform or media outlet licence covering streaming is AED 5,000 initial and AED 5,000 on renewal, with a self-monitoring digital platform permit at AED 2,000. If you distribute or produce film content, add AED 35,000 and AED 18,000 respectively, plus AED 1,000 per title screened. Your trade licence is separate and depends on whether you set up on mainland or in a media free zone.

Do I need all three DRM systems?

Effectively yes, if you want to reach every device: Widevine for Android and Chrome, PlayReady for Windows and many smart TVs, FairPlay for Apple. But you package once. A single CMAF asset with cbcs common encryption serves all three on current devices, so the cost is one DRM service subscription and one encode, not three pipelines.

Should I take subscription payments in the app or on the web?

Both, deliberately. Apple's standard commission is 30%, falling to 15% under the Small Business Programme and 15% on auto-renewable subscriptions after a subscriber's first year; Google Play charges 15% on subscriptions. A UAE card gateway costs a fraction of that. Acquire and bill on the web where you can, keep in-app purchase available where store rules require it, and make sure your entitlement engine treats a web subscriber and an in-app subscriber as the same account.

Is Arabic support really a separate workstream?

Yes. It touches subtitle and audio-track selection, RTL layout on remote-controlled TV interfaces, Arabic search relevance, bilingual metadata authoring in the CMS, and right-to-left billing and account screens. Retrofitting it after launch typically costs more than building it in, because it changes layout primitives in four client apps at once.

How long before a Dubai OTT platform is live?

A validation MVP on web plus one mobile platform runs 8-12 weeks. A full launch across web, iOS, Android and one TV platform is 4-7 months, with TV certification queues the least controllable part. Licensing runs in parallel and should start before development, not after.

Where to start

Before a line of code: confirm the media activities you actually need licensed, model your delivery bill against a realistic watch-time assumption, and decide your 4K position. Those three answers set the architecture and the price point, and they are cheap to get right now. Getting them wrong means repricing a subscription after launch, which is the single hardest thing to do to an audience.

Bring us your catalogue size, your expected monthly watch hours per subscriber, and the devices you must support. We will come back with a priced build, a bought-versus-built split, a delivery-cost model in AED, and the licence pack to file in parallel. Talk to Aquarius. The licence timeline is usually the reason to start this month rather than next.
