Short answer: In Dubai in 2026, mall screen advertising runs roughly AED 5,000 to AED 30,000 per screen per month in a standard mall, AED 15,000 to AED 80,000 inside Mall of the Emirates, and AED 250,000 to AED 350,000+ a month for digital screen packages in The Dubai Mall. Cinema on-screen advertising sits between AED 9,000 and AED 80,000+ a month depending on chain and circuit size, with lobby screens from AED 5,000 and standees from AED 2,000 per location. Those are media costs only — the landing page, QR destination and tracking that decide whether any of it pays back are a separate, far smaller line.
Mall and cinema are the two Dubai channels where audiences arrive with their wallets already open and their phones already in hand. They are also the two channels most often bought on a rate card and measured on a hunch. This guide puts real 2026 AED bands against both, names the footfall they buy, explains who actually issues the permit, and shows the measurement layer that turns an impression into a tracked lead.
Key takeaways
- The Dubai Mall drew more than 110 million visitors in 2025, inside an Emaar malls portfolio that passed 200 million visits with 98% average occupancy and AED 6.3 billion in malls, retail and commercial leasing revenue, up 13% year on year.
- Majid Al Futtaim — owner of Mall of the Emirates and the City Centre malls — reported AED 4.8 billion in malls and hotels revenue for 2025, up 6%, with portfolio footfall also up 6% and occupancy above 98%. Mall of the Emirates alone drew more than 40 million visitors in 2024.
- UAE cinemas took more than AED 734 million at the box office in 2025 on 14.8 million tickets across 1,270 films, according to the National Media Authority.
- Dubai hosted 19.59 million international overnight visitors in 2025, up 5% on 18.72 million in 2024 — a tourist-heavy audience that malls and cinemas capture better than any targeted feed.
- Most Dubai businesses get this wrong: they treat the new UAE Advertiser Permit as blanket cover. It governs online promotional content. A screen inside a mall or a reel before a film is a different approval chain entirely.
Why mall and cinema still work in a performance-obsessed market
Dubai runs on physical destinations in a way most cities its size do not. The Dubai Mall pulled over 110 million visitors in 2025 and sits inside an Emaar retail portfolio that passed 200 million visits at 98% occupancy. Majid Al Futtaim malls grew footfall 6% in the same year. Add 19.59 million international overnight visitors and you have the only channel in the mix where a high-spending, out-of-town audience stands still, in air conditioning, for hours.
Cinema is the sharper instrument. UAE cinemas sold 14.8 million tickets in 2025 for AED 734 million in box office. An on-screen ad in that environment buys something no feed can: a dark room, a captive audience, no scroll and no mute button. The cost of that attention is high per thousand — which is exactly why the measurement layer matters more here than anywhere else.
Compare the trade-offs with roadside out-of-home. Our guide to billboard and DOOH advertising costs in Dubai covers reach at speed past a driver who cannot act; metro, taxi and bus advertising covers reach at a standstill. Mall and cinema buy something different again: reach at the point of spending.
Dubai mall advertising rates in 2026 (AED)
The bands below are compiled from the published 2026 guidance of Dubai mall media sellers. Treat them as planning ranges, not a rate card — final pricing moves with mall tier, screen position, loop share, campaign length and season, and media owners quote against live availability.
| Format | Where it sits | Rate band (AED) |
|---|---|---|
| Static poster / lightbox | Corridors, atriums, washroom panels | 3,000 – 15,000 per location / month |
| Standard mall digital screen | Mid-tier and community malls | 5,000 – 30,000 per screen / month |
| Indoor LED, Mall of the Emirates | Concourse and walkway screens | 15,000 – 80,000 per month |
| Premium LED wall | Atrium and anchor-store frontage | 20,000 – 150,000+ per month |
| Mall entrance digital screens | Main entry and drop-off zones | 80,000 – 250,000+ per month |
| The Dubai Mall digital screen package | Downtown, highest-footfall circuit | 250,000 – 350,000+ per month |
| Atrium activation / pop-up space | Negotiated with mall leasing, not media | Quoted per event, licence and fit-out extra |
Two planning notes. First, malls sell loops, not screens: your 10-second spot shares a rotation, so ask for share-of-voice and loop length before comparing two quotes. Second, production is separate — a usable set of vertical and landscape cuts in Arabic and English typically costs AED 6,000 to AED 25,000 before a single screen is booked.
Dubai cinema advertising rates in 2026 (AED)
Cinema inventory is sold by circuit (VOX Cinemas, Reel Cinemas, Novo Cinemas, Roxy Cinemas), by screen count and by film classification. A single-site local buy and a national multiplex buy are different products at an order-of-magnitude different price.
| Format | What you get | Rate band (AED) |
|---|---|---|
| Local cinema screen advertising | Single site or small cluster, pre-show reel | 9,000 – 45,000 per month |
| Standard on-screen advertising | Multi-site multiplex rotation | 25,000 – 60,000 per month |
| Major multiplex on-screen | High-footfall mall cinemas, premium screens | 40,000 – 80,000+ per month |
| Digital lobby screens | Box office and concession area | 5,000 – 10,000 per location / month |
| Standees and poster branding | Foyer, queue line, concession | 2,000 – 15,000 per location / month |
| Multi-format cinema campaign | On-screen plus lobby plus sampling | 50,000 – 150,000+ per campaign |
Dubai cinema and premium indoor DOOH inventory commonly prices out around AED 80 to AED 200 per thousand impressions. Hold that number next to the digital benchmarks in the same market: YouTube clears near AED 5.78 CPM in the UAE, Meta near AED 7.14, Google Search around AED 26 and LinkedIn around AED 49. Cinema costs ten to thirty times a social impression. It is worth it only when the impression is unavoidable and the brand is the point — and only when you can prove what it moved.
Permits: who actually approves a mall screen or a cinema reel
This is where campaigns lose weeks. Dubai has three separate approval chains and the wrong assumption costs you a flight window.
- Outdoor and right-of-way. Under a concession established by Decree No. 20 of 2024, Mada Media issues outdoor advertising permits on behalf of the RTA and Dubai Municipality through a single digital platform, live to applicants since April 2025. Its scope covers right-of-way advertising, the metro, tram, bus and taxi network, commercial vehicles, and advertising on private land and buildings. The technical rules sit in the Out-of-Home Advertising Manual approved in 2025.
- Inside the mall. Advertising within shopping malls, plus flyers and posters, runs through the Dubai economy and tourism approval route, with Dubai Municipality covering advertising within premises and buildings. On top of the government layer, the mall operator or its appointed media owner controls the inventory contractually — no landlord sign-off, no screen.
- Online promotional content. Under Federal Decree-Law No. 55 of 2023 and Cabinet Resolution 42 of 2025, from 1 February 2026 anyone publishing promotional content online from inside the UAE needs an Advertiser Permit — paid or unpaid, any follower count, free for the first three years for citizens and residents. More than 15,000 digital advertiser permits were issued in 2025. It does not cover your mall screen, and your mall screen booking does not cover the social amplification you run alongside it.
Content rules apply across all three: cultural and social standards, no misleading claims, and Arabic given equal or greater prominence where bilingual copy is used. Build Arabic into the creative brief, not into a panicked re-export two days before the flight.
The mistake that wastes the whole budget
A month of Dubai Mall screens can cost AED 250,000 or more. The landing page it points at usually costs nothing extra, because there usually is not one — the QR code or vanity URL drops the viewer on a homepage built for a different audience, in one language, with no record that a mall visitor ever arrived.
That is not a media failure, it is a measurement failure, and it is cheap to fix. UAE internet penetration is 99.0% across 11.3 million users and mobile accounts for roughly 75% of UAE web traffic. The person standing in front of the screen is holding a working browser. Give them somewhere to land, and give yourself something to count:
- A dedicated landing page per venue or circuit — not the homepage — on a short speakable URL, loading fast on mall wifi. See landing page costs in Dubai.
- Unique QR and vanity URL per screen location, so The Dubai Mall and Mall of the Emirates never share a row in your report.
- Server-side event tracking, because browser tags miss a growing share of conversions. Our GA4 server-side tracking guide covers the Dubai setup and cost.
- A baseline of branded search and direct traffic taken two weeks before the flight. Offline media leaves its signature as a lift in branded demand, and you cannot see a lift without a baseline.
- A geo holdout where budget allows: run the circuit in Dubai, hold Sharjah or Abu Dhabi dark, compare. Cheaper than a brand-lift study and harder to argue with.
What we build for mall and cinema campaigns
Aquarius is not a media buying house and we will not mark up your inventory. We build the half of the campaign that decides whether the inventory was worth buying: fast bilingual campaign landing pages, per-screen QR and vanity URL routing, call and WhatsApp tracking wired into your CRM, GA4 server-side events, and one dashboard that shows scans, branded search, direct traffic and bookings against your flight calendar.
Typical Dubai scope: a tracked bilingual campaign page with QR routing and analytics lands in the AED 6,000 to AED 18,000 range. A full measurement stack — multi-venue routing, server-side tracking, CRM attribution and a live campaign dashboard — runs AED 18,000 to AED 45,000, with ongoing optimisation from AED 2,500 to AED 9,000 a month. Against a media budget that starts near AED 25,000 and passes AED 350,000 a month at the top end, spending two to seven percent to find out which screens worked is the cheapest decision on the plan. Full ranges sit on our pricing page, and the CTV and streaming guide covers the screen-based channel you can already measure end to end.
FAQ
How much does it cost to advertise in The Dubai Mall?
Digital screen packages in The Dubai Mall are typically quoted from AED 250,000 to AED 350,000+ per month in 2026. Entrance screen placements in other premium Dubai malls run AED 80,000 to AED 250,000+, and standard mall screens start near AED 5,000 per screen per month. Rates move with loop share, position and season.
Is cinema advertising worth it in Dubai?
It is worth it for brand-led campaigns that need unavoidable attention, and poor value for direct response bought blind. UAE cinemas sold 14.8 million tickets in 2025 for AED 734 million, but cinema CPMs of AED 80 to AED 200 are ten to thirty times a UAE social impression. Buy it when the creative deserves a dark room, and only with tracking attached.
What is the minimum budget for a mall or cinema campaign in Dubai?
A realistic entry point is AED 25,000 to AED 50,000 a month: one community mall screen circuit or a single-site cinema buy, plus production. Below that you buy frequency too thin to register. Add AED 6,000 to AED 18,000 once for the landing page and tracking layer.
Do I need a permit to run an ad inside a Dubai mall?
Yes, and usually two sign-offs. Advertising inside malls goes through the Dubai economy and tourism route with Dubai Municipality covering advertising within premises, while the mall operator or its media owner controls the inventory contractually. Outdoor and right-of-way placements go through Mada Media on its single platform under the RTA and Dubai Municipality concession.
Does the UAE Advertiser Permit apply to mall and cinema ads?
The Advertiser Permit under Federal Decree-Law No. 55 of 2023, mandatory from 1 February 2026, governs promotional content published online from inside the UAE. It is separate from mall, cinema and outdoor permissions. If you amplify the campaign on social — and you should — you need both.
