Hajj & Umrah Booking Platform Development in Dubai (2026): Nusuk Masar Integration and Real AED Costs
Saudi Arabia hosted 19.5M+ pilgrims in 2025 and no booking means no visa since June 2025. Real 2026 Dubai build costs: AED 85,000-160,000 for a Nusuk-ready MVP, up to AED 650,000+ for an operator suite.

Short answer: a Hajj and Umrah booking platform costs roughly AED 85,000–160,000 for a Nusuk-ready MVP, AED 160,000–380,000 for a full B2C site plus B2B agent portal, and AED 380,000–650,000+ for a multi-branch operator suite. The software is the easy half. Since June 2025 Saudi Arabia will not issue an Umrah visa until a confirmed, ministry-licensed hotel booking is logged in Nusuk Masar, and in the UAE you cannot legally advertise or sell a pilgrimage package without a licence from the General Authority of Islamic Affairs, Endowments and Zakat — misuse of Hajj Affairs Office facilities carries an AED 50,000 fine.
This is the 2026 build guide for UAE travel agencies, Hajj campaigns and Umrah operators: the real demand numbers, what Nusuk Masar broke in the old spreadsheet workflow, which modules a platform needs, and what it costs in AED. Updated September 2026.
Key takeaways
- Saudi Arabia’s Pilgrim Experience Programme recorded more than 19.5 million pilgrims and Umrah performers arriving from abroad in 2025. Of 15.03 million visas issued, 83% were Umrah visas.
- Nusuk has passed 51 million users (March 2026) across 190+ countries, with over 90% of them outside Saudi Arabia. Your customer already lives inside a government app — your booking flow has to speak to it.
- “No booking, no visa.” Hotel and transport must be confirmed in Nusuk before a visa is issued, and the Umrah entry visa validity was cut from 90 days to 30 days from issuance.
- UAE Hajj 2026 was 11.6x oversubscribed: 72,000 applications for a national quota of 6,228 places. Umrah is where the volume actually is — and it is year-round.
- Most Dubai operators still run manifests in Excel and WhatsApp. That is the single biggest source of rejected visas, double-booked rooms and refund disputes.
The demand is enormous. The UAE Hajj quota is tiny.
Start with the size of the prize. Saudi Arabia hosted 19.5 million-plus international pilgrims and Umrah performers in 2025, and Umrah made up 83% of the 15.03 million visas issued that year (Saudi Press Agency and GASTAT figures). In the 1447 AH season, more than four million Umrah visas were issued in under five months — a record. Momentum carried into this year: Umrah visa arrivals rose 23% to more than 1.3 million between late May and mid-July 2026 versus the same window a season earlier.
Now the UAE side, and the number every operator here should have tattooed somewhere. For Hajj 2026 the UAE received about 72,000 applications against a Saudi-allocated quota of 6,228 pilgrims — roughly 6,230 Emiratis eventually performed Hajj. Registration for the 1448 AH (2027) season ran 14–25 September 2026 through the General Authority of Islamic Affairs, Endowments and Zakat app and website, with an automated screening system selecting names and results due 9 October 2026.
Read those two facts together and the commercial conclusion is obvious: Hajj is a lottery, Umrah is a business. Hajj volume is capped by a quota you do not control. Umrah runs all year, has no quota, and the UAE’s travel and tourism market — valued at USD 68.1 billion in 2025 and forecast to reach USD 173.2 billion by 2034 at a 10.6% CAGR (IMARC) — is the pipe it flows through. The operators winning in 2026 are the ones who can take an Umrah booking at 11pm on a Thursday without a human touching it.
What Nusuk Masar broke — and why spreadsheets now cost you visas
Until recently a Dubai agency could sell an Umrah package on trust: collect passports, collect cash, sort the hotel later. That workflow is dead.
Nusuk is the Saudi Ministry of Hajj and Umrah’s consumer platform, launched 26 September 2022 to replace Eatmarna. It handles Umrah permits, Rawdah visit slots, accommodation and transport, with 100+ digital services in 25 languages. Nusuk Masar is the B2B side — the portal where travel agents submit documentation, link itineraries and generate visas. It bridges the Ministry of Hajj and Umrah with the Ministry of Interior’s immigration and border-control systems, so passport data an agent enters is pushed by secure API into the central immigration database. Maqam, the Ministry’s own GDS, exposes licensed Makkah and Madinah suppliers to approved e-commerce platforms.
Three operational rules now govern every package you sell:
- No booking, no visa. Since 10 June 2025, pilgrims cannot obtain an Umrah visa without an approved hotel booking logged in Nusuk Masar. Verified hotel contracts are uploaded to the platform and the system issues a Booking Reference Number that binds to the visa application.
- Licensed hotels only. Operators must limit accommodation to hotels licensed and approved by the Saudi Ministry of Tourism. An unlicensed bargain hotel is not a saving — it is a blocked visa.
- 30-day visa window. The Umrah entry visa is now valid 30 days from issuance, down from 90, though a pilgrim may stay up to 90 days once inside the Kingdom. Your sales calendar, payment deadlines and cancellation policy all have to fit inside that shortened window.
On top of that, the Ministry launched an external-agent qualification and final-contracting service for the 1448 AH Umrah season through Masar Nusuk — foreign agents are now qualified and contracted digitally, on the Ministry’s schedule, with firm season cut-offs published in the official calendar. There is no paper path around it.
The practical effect: every Umrah sale is now a sequenced data transaction — passport, licensed hotel, transport, reference number, visa — in the right order, before the season deadline. A spreadsheet cannot enforce sequence. Software can. That is the entire business case for building.
What a 2026 Umrah platform must actually do
Ignore generic “travel booking software” feature lists. A pilgrimage platform carries obligations an OTA does not: group manifests, mahram and gender rooming rules, licensed-supplier validation, and a clean audit trail for two regulators. Here is the module map we scope against.
| Module | What it must handle | Tier |
|---|---|---|
| Package builder | Hotel category, nights split Makkah/Madinah, distance to the Haram, air vs bus, seasonal pricing (Ramadan multiplier) | MVP |
| Pilgrim profile and documents | Passport OCR, expiry validation, photo-spec check, mahram linkage, vaccination records | MVP |
| Nusuk-ready manifest | Structured export matching Nusuk Masar fields, Booking Reference Number capture, per-pilgrim status | MVP |
| Payments and instalments | AED cards plus Apple Pay, part-payment plans, 5% VAT-compliant TRN invoices, refund ledger | MVP |
| Rooming and transport allocation | Quad/triple/double auto-allocation by family and gender, bus seating, Makkah–Madinah transfers | Mid |
| B2B agent portal | Sub-agent logins, net rates vs markup, credit limits, white-label package pages | Mid |
| Supplier feeds | Maqam and hotel-contract ingestion, licensed-hotel whitelist, allotment and release-date tracking | Mid |
| Group operations app | Group-leader mobile app, attendance, live itinerary, emergency contacts, Arabic/English RTL | Enterprise |
| Compliance and audit | GAIAE-ready records, consent logs under UAE PDPL, retention rules, immutable change history | Enterprise |
Two Dubai-specific build constraints people underestimate. First, Arabic and RTL are not a translation task — pilgrim names, hotel names and itinerary documents need proper bidirectional handling, and retrofitting it later typically adds 15–25% to front-end effort versus designing it in. Second, WhatsApp is the real channel: UAE pilgrims expect confirmations, visa status and group instructions there, not by email. Budget for a verified WhatsApp Business API sender from day one — see our WhatsApp Business API cost breakdown for Dubai.
The licensing layer: GAIAE, DET and AED 50,000
This is where most Dubai buyers get blindsided, because it is not a software question. Under rules announced by the General Authority of Islamic Affairs, Endowments and Zakat (GAIAE), you must hold a licence from the Authority before engaging in any activity related to organising Hajj or Umrah trips — and “activity” explicitly includes arranging, advertising, soliciting participants and collecting donations. Publishing an Umrah package page and running ads to it is a regulated act, not marketing.
Penalties are real on both sides of the border. GAIAE imposes a Dh50,000 fine on anyone exploiting the services and facilities designated for the UAE Hajj Affairs Office in Saudi Arabia, or during ritual performance, without Authority authorisation. Hajj campaigns must additionally be accredited and officially listed by GAIAE, judged on service quality, administrative capacity, financial readiness and prior-season performance. On the Saudi side, unauthorised pilgrimage attracts fines up to SAR 20,000, deportation and re-entry bans of up to 10 years.
Layer the commercial licence on top: a Dubai travel business needs a Department of Economy and Tourism licence, and an outbound tour operator must lodge an AED 200,000 irrevocable bank guarantee before selling packages. We covered that in full in our Dubai travel agency booking software guide. Sequence it correctly: licence first, platform second, ads third. Reversing that order is how agencies end up with a beautiful site they are not allowed to promote.
What it costs to build in Dubai (2026 AED)
These are Aquarius’s own 2026 quote ranges for UAE clients, before 5% VAT, based on the module tiers above.
| Build tier | Scope | Timeline | Cost (AED) |
|---|---|---|---|
| Nusuk-ready MVP | Package builder, pilgrim documents, manifest export, payments, WhatsApp confirmations, bilingual site | 7–10 weeks | 85,000–160,000 |
| B2C plus B2B platform | Everything above plus agent portal with net rates and credit, rooming and transport allocation, supplier contract ingestion, CRM | 12–18 weeks | 160,000–380,000 |
| Multi-branch operator suite | Group-leader mobile apps, multi-currency, accounting and ERP integration, GAIAE audit trail, PDPL retention automation | 20–30 weeks | 380,000–650,000+ |
Running costs to plan for: AED 350–1,200 per month hosting for a UAE-served platform, payment gateway fees around 2.5–2.9% plus AED 1 per transaction, WhatsApp template messaging metered per send, and maintenance at roughly 15–20% of build cost per year — higher than a normal website because Nusuk field requirements and season calendars change annually. Gateway economics are broken down in our payment gateway integration cost guide.
Now the number that decides it. Umrah from the UAE sells at roughly AED 3,000–5,500 per person economy, AED 5,500–10,000 standard and AED 10,000–25,000+ premium, with bus-based budget packages advertised from as little as AED 790 and 4-star packages from AED 2,685 — and Ramadan pricing running two to three times off-peak. At a mid-range AED 6,500 per pilgrim and a 15% gross margin, an AED 120,000 MVP pays for itself at roughly 123 extra pilgrims a year — about ten a month, or one mid-sized group. Lose a single 12-person group because a hotel contract was never logged in Nusuk and you have burned AED 78,000 of package revenue in one afternoon.
How Aquarius builds pilgrimage platforms
We build these as compliance-first booking engines, not brochure sites with a form attached. The Nusuk data model gets mapped before a single screen is designed, so the platform physically cannot let a consultant sell a package that will fail visa issuance: an unlicensed hotel, an expired passport, or a departure date outside the 30-day visa window are blocked at entry rather than discovered at submission. Arabic and RTL are designed in from the first wireframe. Payments, VAT invoicing and the refund ledger are one system, so a cancellation reconciles itself instead of becoming a WhatsApp argument.
Risk reversal: we scope with a paid two-week discovery that produces the module map, the Nusuk field mapping and a fixed-price build quote. Walk away after discovery and the documents are yours — they work with any developer. Fixed-price milestones after that, with the code and repository in your name from the first commit. See our pricing or what we build.
Frequently asked questions
How much does an Umrah booking platform cost in Dubai in 2026?
Expect AED 85,000–160,000 for a Nusuk-ready MVP with package builder, pilgrim documents, payments and manifest export; AED 160,000–380,000 once you add a B2B agent portal, rooming allocation and supplier feeds; and AED 380,000–650,000+ for a multi-branch suite with mobile apps and ERP integration. Add 5% VAT, plus 15–20% of build cost per year for maintenance.
Do I need a licence to sell Umrah packages from the UAE?
Yes. The General Authority of Islamic Affairs, Endowments and Zakat requires a licence before you organise, arrange, advertise or solicit participants for Hajj or Umrah trips, or collect related donations. Unauthorised use of UAE Hajj Affairs Office services and facilities carries a Dh50,000 fine, and Hajj campaigns must be separately accredited and listed by the Authority.
Can my platform issue Umrah visas directly?
No. Visas are issued through the Saudi Ministry of Hajj and Umrah’s Nusuk Masar portal, which connects to Ministry of Interior immigration systems. Your platform’s job is to collect complete, valid pilgrim and booking data in the exact structure Nusuk Masar expects, capture the Booking Reference Number and track status per pilgrim, so submissions pass first time.
What is the “no booking, no visa” rule?
Since 10 June 2025, an Umrah visa will not be issued unless a confirmed booking at a Saudi Ministry of Tourism-licensed hotel is logged and verified in Nusuk Masar, with transport arranged. The platform generates a Booking Reference Number tied to the visa application, which is why most operators now sell accommodation and transport as one bundled package.
Is it worth building a platform for Hajj if the UAE quota is only 6,228?
Build for Umrah and benefit on Hajj. The UAE’s Hajj 2026 quota was 6,228 against roughly 72,000 applications, so Hajj volume is capped no matter how good your software is. Umrah has no quota and runs year-round, and Saudi Arabia hosted more than 19.5 million international pilgrims and Umrah performers in 2025. The same manifest, rooming and compliance engine serves both.
How long does a build take before Ramadan?
An MVP takes 7–10 weeks and a full B2C plus B2B platform 12–18 weeks. Because Ramadan packages sell at two to three times off-peak pricing and demand builds months ahead, a platform intended for a Ramadan season realistically needs to start by early autumn of the preceding year.
Most Dubai operators get this backwards: they buy a pretty website and keep the compliance in a spreadsheet, then lose a group to a visa rejection nobody saw coming. If you sell pilgrimage packages from the UAE, the platform is the compliance. Talk to Aquarius and we will map your Nusuk workflow and give you a fixed-price number.
