Billboard Advertising Cost in Dubai 2026: Real AED Rates

Short answer: outdoor advertising in Dubai costs from about AED 5,000 a week for a single Metro station screen and AED 15,000 a month for petrol-station or lobby panels, while a prime Sheikh Zayed Road unipole runs AED 90,000 to over AED 1,000,000 a month. The panel is only part of the bill: Dubai Municipality, DDA or RTA permits, artwork approval and, since 1 February 2026, a UAE Media Council Advertiser Permit all sit between your budget and a live campaign.

Key takeaways

  • Entry is cheaper than people think. Meaningful digital screen campaigns start from AED 15,000 a month, and single Metro stations are quoted from AED 5,000 a week.
  • Prime roadside is a different sport. Sheikh Zayed Road inventory is quoted from AED 90,000 up to AED 1m+ a month, on a road carrying 200,000+ vehicles a day.
  • Dubai went digital. More than 70% of UAE outdoor faces were digital by end-2025 after regulators set retirement dates for static units.
  • Permits are the hidden line item. DM charges by square metre, DDA billboard permits sit near AED 5,000 a year, and RTA NOCs can take up to 20 working days.
  • Book late and you pay twice. Minimum booking is typically two weeks, with artwork due two weeks before launch and municipality approval on every design.

How big is Dubai outdoor advertising in 2026

Out-of-home is the one channel a Dubai resident cannot scroll past, and the numbers show advertisers know it. The UAE digital out-of-home (DOOH) market was valued at USD 53.91 million in 2025 and is estimated at USD 62.61 million in 2026, on the way to USD 114.3 million by 2031 at a 12.79% CAGR. That sits inside a total UAE advertising market of roughly USD 2.1 billion in 2025, where digital channels crossed 57% of spend for the first time.

Three structural facts shape what you will pay:

  • Static is disappearing. More than 70% of UAE outdoor faces were digital by the end of 2025, after regulators set firm retirement dates for static units. Digital faces are sold as share-of-loop slots, not as a printed panel you own for a month.
  • Roadside still owns the money. Roadside displays took 42.94% of UAE DOOH revenue in 2025, and billboards alone accounted for 37.89% of the market by application.
  • Transit and airports are the growth lanes. Transit screens are forecast to grow at a 15.27% CAGR and airport inventory at 15.42% through 2031, both faster than the market average, which means rates there will firm up rather than soften.

Retail is the biggest spending category at 27.06% of 2025 DOOH spend, with automotive rising fastest at a 14.23% CAGR as EV launches multiply. If you are a Dubai retailer or dealership, you are bidding against your own category for the same screens.

Dubai billboard and OOH rates by format

Published agency rate guides converge on the ranges below. Treat them as planning bands, not quotes: exact pricing moves with site, size, loop share, season (Ramadan, Dubai Shopping Festival and GITEX spike demand) and how far ahead you book.

The practical read: a realistic starting budget for prime roadside or a flagship mall is AED 40,000 to AED 60,000, while AED 15,000 buys a genuine, measurable presence on secondary digital inventory. Anyone quoting you a Sheikh Zayed Road LED for AED 20,000 a month is selling you something else.

Media cost is not total cost. Add production (print, install and removal for static; artwork and animation for digital), permits, and creative. Static faces still need printed flex or vinyl plus an install crew; digital faces swap that for motion-ready artwork in the operator's exact pixel spec, which is cheaper per change. That is why most Dubai advertisers now run three or four creative variants instead of one.

The permit stack most Dubai businesses get wrong

This is where campaigns die. A media owner selling you a face is not the same as a regulator letting your creative run on it, and in Dubai you may be dealing with three or four authorities at once.

Outdoor advertising in Dubai is governed by Municipal Order No. 4 of 2019 (Regulations for Outdoor Advertising in Dubai), which sets sign dimensions, illumination levels, structural engineering requirements and content standards. Which authority signs off depends on where the structure stands.

Two 2026 changes deserve your attention:

  • Geo-tagged photos are mandatory. eNOC applications submitted without geo-tagged site photographs are auto-rejected at document validation. Budget a site visit, not a stock photo.
  • The Advertiser Permit is now enforced. Under Federal Decree-Law No. 55 of 2023 on media regulation, anyone publishing advertising content from inside the UAE needs a valid Advertiser Permit. The deadline was extended to 31 January 2026 and the framework has been fully enforced since 1 February 2026. It is triggered by commercial intent, not by payment, so gifted products, hotel stays, affiliate and barter deals all count. First-offence fines run AED 3,000 to AED 10,000, with exposure up to AED 1 million for serious non-compliance.

If your outdoor campaign runs alongside influencer or social amplification, and in Dubai it almost always does, the permit question applies to that half too. Our Dubai influencer marketing cost guide covers the paid-creator side of the same rules. If you are also putting your brand on a shopfront or a vehicle, see our shop signboard permit guide and vehicle branding cost guide.

Programmatic DOOH is the real 2026 shift

The interesting change is not the rate card, it is how the inventory is bought. Hypermedia has launched a real-time programmatic DOOH ecosystem across a network of 4,000 digital screens delivering more than 100 million impressions a day in the UAE, with a classification engine of 600+ lifestyle, behavioural and intent-based audience segments scoring screens in real time.

The market is still mostly traditional: non-programmatic screens held 59.87% of UAE DOOH in 2025, but programmatic formats are compounding at a 16.03% CAGR through 2031. For a Dubai advertiser with a modest budget that means something concrete. You can buy day-parts, weather triggers and proximity to your own store instead of a flat month on one face. A AED 40,000 programmatic flight aimed at 6pm to 10pm around three mall catchments will usually beat a AED 40,000 static month on a secondary road.

It also makes OOH measurable enough to pair with your digital stack. Screen exposure windows can be matched against branded-search lift and site traffic, which is only useful if your landing pages and tracking are set up properly first. What to budget end to end, and what it returns

A workable first Dubai OOH campaign, priced honestly:

Add 5% VAT on top, and confirm your supplier is VAT-registered with a TRN on the invoice so you can reclaim it. The cost of getting this wrong is bigger than the cost of doing it. A rejected artwork submission inside the standard two-week minimum booking window, with artwork due two weeks before launch, usually means paying for a slot you cannot fill. In a market where a single premium month can cost more than a full year of a mid-size marketing retainer, a two-day permit delay is a five-figure mistake.

The honest comparison every Dubai SME should run: at AED 90,000, a month of mid-tier roadside buys awareness in one corridor. The same money in performance channels buys measurable leads all year. Outdoor earns its place when you need category-level credibility fast, such as a launch, a new location or a funding announcement, or when you can pair it with retargeting so the impression is not wasted. How Aquarius runs a Dubai outdoor campaign

We handle the parts agencies quietly bill twice for. Creative built to each operator's exact pixel and bleed spec, so nothing is rejected at upload. Permit paperwork prepared for the right authority first time, including geo-tagged site photography. Production and install coordinated against the artwork deadline, not after it. And a landing page plus tracking behind the campaign so the spend produces data, not just a photo for the founder's LinkedIn.

We publish our prices rather than quoting by postcode. See our pricing and what each service includes. If you are weighing a billboard against an exhibition presence this season, our exhibition stand cost guide compares the two on cost per qualified conversation. Send us the brief and we will come back with a media plan, a permit path and a total that includes every line above.

FAQ

How much does a billboard cost in Dubai per month?

Standard unipoles are quoted at AED 50,000 to AED 150,000+ a month. Sheikh Zayed Road inventory starts around AED 90,000 for static formats and reaches AED 500,000 to over AED 1 million for premium unipole and LED sites. Entry-level digital screens such as petrol stations, lobbies and secondary Metro stations start from AED 15,000 a month.

What is the cheapest way to advertise outdoors in Dubai?

Taxi branding from AED 755 per taxi and single Metro station screens from AED 5,000 a week are the lowest entry points. A bus wrap is around AED 35,000 per bus. These buy frequency rather than prestige, which suits local service businesses better than a premium roadside face.

Do I need a permit for a billboard in Dubai?

Yes. Outdoor advertising falls under Municipal Order No. 4 of 2019. Depending on location you need a Dubai Municipality permit, a DDA permit inside DDA zones, and an RTA NOC for road-visible structures. DM processing takes 5 to 10 working days, DDA about 4, and RTA up to 20. Unpermitted structures risk fines, a removal order and the cost of taking them down.

What is the UAE Advertiser Permit and does it apply to outdoor ads?

It is a permit under Federal Decree-Law No. 55 of 2023, administered by the UAE Media Council, required for anyone publishing advertising content from inside the UAE. The deadline was extended to 31 January 2026 and enforcement began 1 February 2026. Outdoor creative still needs content clearance, and any social or influencer amplification around the campaign falls squarely inside the permit regime. First-offence fines are AED 3,000 to AED 10,000.

How far in advance should I book a Dubai billboard?

Minimum booking is typically two weeks, with artwork submitted two weeks before the campaign starts because every design needs municipality approval. For Ramadan, Dubai Shopping Festival and major exhibition weeks, prime faces are committed months ahead, so plan a quarter out if the dates matter.

Is digital out-of-home worth it for a small Dubai business?

It can be, now that programmatic buying exists. With 70%+ of UAE faces digital and networks such as Hypermedia running 600+ audience segments across 4,000 screens, you can buy day-parts and store-proximity rather than a flat month. A focused AED 20,000 to AED 40,000 programmatic flight around your catchment will normally out-perform the same money on one static secondary face.
